I would imagine due to history that Russia has extremely deep networks of intelligence and military ops occurring constantly in Cuba since the 60s.
Cuba has always used human capital. During the Soviet years they provided military groups internationally, after it is doctors and nurses which they ran out of. The state always makes out.

The Kremlin has murdered too many of their people. That’s part of the reason Russia is experiencing demographic collapse.
