But why bother shooting this poor lady? It is already so much more effort han just letting them flee. Why put in the extra effort?

Because they wanted her dead? That’s the usual reason people shoot each other.
You can’t actually see who is shooting her. Hamas have consistently prevented civilians from fleeing dangerous areas, including with violence.
