If you don’t participate in commerce you can’t buy gas or charge up your car, so I guess you don’t need a license.
But what if I want all the benefits of participating in society like access to roads, communication tools, electricity, information and medicine but none of those annoying responsibilities like needing a driver’s licence?

No no, don’t tell them. That way they won’t be able to spread outside of that one suburb.
They probably need their own made-up ‘license to perpetuate stoopid’.
