To me it looks like it was being moved and they are using the bands to stop the drawers from opening.
If you look in the surrounding area it looks like it’s in front of a garage door on a driveway.

Well, go ahead and leave the cat in there for an hour or so. Some just need to learn the idiot way.
After an hour all you find is a cat that is annoying at being disturbed.
