    Schroedinger’s Communist:

    The country is ruled by wealthy elite, but still communist. The government is incompetent, but also all powerful.

    It’s a fascist dictorship, and only as powerful as it’s enforcers are loyal.

    If things get bad, it can collapse overnight.
