VPN - You write a note in code, pass it to your friend who then decodes it, and then gives the decoded note to your crush. Your crush doesn’t know it came from you, and if the teacher caught you passing the note to your fiend, they wouldn’t be able to tell what it was.
Proxy - You just pass a note to your friend, who then hands it to your crush. Your crush doesn’t know if came from you, but If the teacher catches you, they can read it. It’s faster than having to write in code and decode.

To add further to this idea of managing death, the government does this all the time for other industries too.
For example they balance speed limits for cars (deaths vs utility for transportation)
They set maximum allowed concentrations of harmful chemicals in food and water (100% vs Good enough)
The list goes on and on.
We already have an answer to this, it’s literally how hospitals work in every Universal healthcare country. It’s generally decided on using a base of the factors you mentioned, plus a few more (like the resources available in the region). Doctors also generally get a say as a group at the hospital, they all take ethics classes at school for a reason.

Both Russia and China are authoritarian dictatorships operating on a semblance of oligarchy controlled capitalism at this point.
Overrepresented may not be correct, the majority of the english speaking world is far to the left of the US. Even the US population is like 60-70% left leaning, it’s just that the left has lower voter participation rates.
As someone who never quite reached this level myself, I feel like it’s when you start being able to think in the second language inside your head.
I only got to the point where I had flashes of this happen for specific topics that didn’t translate well. For everything else I kept thinking in English, even if I then needed to convert it back mentally after.
