I mean, if you end it with a question mark even a statement can become a question?

Hmm, I think being able to turn any statement into a question is a necessary feature of language. For anything that could hypothetocally be true, you want to be able to inqiire about it.

I don’t know. Can you use language to say and or imply anything you want? Yes, yes you can.
