    Fining people for not wearing a seat belt I dont support. Victimless crime.

    I agree that fines are not an effective deterrent for crime. Very rich people don’t have much income though (elon musk, for example, i think reports $0 income a year, most of their money comes from capital gains or debt against their assets) and poor people have so little income it will probably encourage lawbreaking, which is probably also not desired, so I don’t really support income based fines. It doesn’t seem to accomplish the objective effectively. Perhaps loss of privileges would be more effective, such as losing your license to drive.
