The local news stopped the video about half a second before the stabbing. The service was being live streamed which is probably where this footage came from.
Is it from a news organization or just something someone uploaded to YouTube? Although honestly, in this day and age when the only thing that matters from most media outlets is keeping eyes on the screen so they can sell advertising, so the former wouldn’t actually surprise me.
