I think you’d be hard pressed to find any American president since ww2 who hadn’t overseen and authorised at least one war crime.

I would argue that Bush was more criminal than all others combined. He was a mass-murderer.
And Reagan was a criminal as well. He just got Ollie North to take the fall and leaned into his dementia to play the poor victim.
And given he wasn’t able to do the job of president due to dementia, I’d say incompetent also applies. Trump is just extra incompetent and extra criminal to almost comical degrees if we didn’t have to deal with results…
